Why won't a border wall require fewer border patrol agents instead of more?

The Arizona Republic printed a "Speaking of which..." column that was an excerpt of a speech given by Arizona U.S. Rep. Jim Kolbe. [I don't care about party affiliation.] Kolbe tells us that immigration requires a three-part solution and that the "first is enforcement--border and employer enforcement."

Why won't a border wall aid in both forms of enforcement mentioned by Kolbe?

Kolbe continued by telling us parts two and three: enable people who want to work to get into the country legally and do something with those currently in the country illegally.

Why won't a border wall allow us to redirect enforcement allocated resources into working on parts two and three?
