[I don't care about party affiliation.] Kolbe tells us that immigration requires a three-part solution and that the "first is enforcement--border and employer enforcement."

Why won't a border wall aid in both forms of enforcement mentioned by Kolbe?

Kolbe continued by telling us parts two and three: enable people who want to work to get into the country legally and do something with those currently in the country illegally.
