BARS::Electronic Sign on Northbound Loop 101 in Scottsdale, Arizona

MathBabbler saw an electronic sign on the northbound Loop 101 while driving to SCC on 10 September 2014. The Loop 101 is undergoing major modification and is closed most nights. MathBabbler was not able to get a picture of the electronic sign. He was, however, able to identify the numbers and partially read what the sign said.

The e-sign sign said...

 +----------------------------+
Closed 10pm to 5am
Loop 101 -- northbound ???
Loop 202 -- off-ramp ???
 +----------------------------+

 the numbers are: 10 5 101 202

 the math is: 202 / 101 * 5 = 10

 rsHwyEval: sqrt(101 * (202 / (10 / 5))) = 101
 * This e-sign was on the Loop 101

 rsStateEval: 10 * 5 - 202 / 101 = 48
 * Arizona was the 48th state admitted to the Union.

 rsCardinalityEval: 5 - (202 - 101) % 10 = 4
 * There were 4 numbers in this e-sign.
